BPMAs were created to improve the management of black bears without eliminating the bear population. Over-abundant black bear populations can cause problems for people who live near bear habitat - including loss of livestock and increased risk of injury from encounters with bears. The best time to visit a BMA is during the fall bear migration, when bears move into lower-elevation terrain and can be more easily located by hunters.
